If Sri Lanka fails in her war against LTTE the world will fail in its fight against terrorism- President at Oxford Union

Calling it the plain truth President Mahinda Rajapaksa said if Sri Lanka failed in her war against the LTTE, the world will fail in its fight against terrorism and democracy will be the victim, addressing the Oxford University Student Union.
"The LTTE is the most brutal terror outfit the world has ever seen and defeating them requires global support. What Sri Lanka is doing is fighting the terror outfit single handed to ensure that democracy and respect for human life prevail in the world," the President said.
Calling the LTTE the main obstacle to development in Sri Lanka the President said, it is time the world raising its united voice express its utter revulsion of the barbaric practice of suicide bombings and that form of political expression, if it could be described as such is utterly unacceptable in the civilized world.
Speaking to a packed house of Britishers, Asians and expatriate Sri Lankans the President pointed out at the Oxonians like the late S.W.R.D. Bandaranaike whose wife was the first woman Prime Minister of the world and the late Laxman Kadirgamar who was brutally assassinated by the LTTE.
Sri Lankan Society President Dilan Fernando and his members were joined by Pakistani, Palestine, Indian Society members in felicitating the President. Thai Society also sent their delegation to the audience. Sarah Iqbal of the Oxford Indian Society presented the President with a bouquet of flowers and Saiquat Nandi praised him for his fight against terrorism. Thahir Mansoor of the Oxford Pakistani Union praised the President for his strengthening relationships with his country and fighting to restore the membership of Pakistan in the Commonwealth. Imran Zahid presented President Rajapaksa with a bouquet of flowers. Lihul Wang of the oxford Chinese Society presented the President with bouquet of flowers and praised the thousands of year old friendship between Sri Lanka and China.
At the end of the speech the audience gave President Rajapaksa a standing ovation. The master of the University College, Oxford Lord Robert Butler of Brockwell hosted President Rajapaksa at tea before the lecture and took him round on a conducted tour of the 1249 established school. Why the University College was selected was due to the fact that Oxford University's Sri Lankan Society President Dilan Fernando studies at the school. Lord Brockwell asked the President whether it is true whether the LTTE terrorist were the innovators of the suicide jacket. President Rajapaksa said they were not only the innovators but also sold the invention to the rest of the world.



Professor G.L.Peiris , who studied at the New College Oxford also sat down for tea with the President. President Rajapaksa told the master that the Sinhalese and Tamils were culturally very close and worship the same Hindu gods although many Sinhalese are Buddhists.
The following is the unedited full text of the President's speech:
It is with much pleasure that I address you in these hallowed surroundings tonight. I must thank the Oxford Union and Mr Dilan Fernando for this opportunity. Many renowned speakers have addressed you from here before me. I do not seek to match them in their eloquence but I do wish to speak to you on a subject of much interest to my country at the present time.
That is the empowerment of rural economy a central theme of my development strategy for Sri Lanka. Our development strategy towards empowering the rural economy of our country where majority of our people live has now become relevant to the global economy itself in the context of emerging world food crisis and environmental challenges to our own survival. We have an additional burden. We are threatened by the challenge of terrorism and the need to protect the rights of our fellow beings.
Sri Lanka where I was born and bred is a country where our culture is firmly rooted in rural tradition. The Sri Lankan culture has been essentially conditioned by the great religion of Buddhism but later influenced by Hinduism, Islam and Christianity. The concepts of loving kindness, compassion and tolerance are at the heart of our psychological make up. They nourish and sustain us through the uncertainties of life. Our traditional greeting 'Ayubowan' means - May you live long.
It is not surprising then that in a world where rulers constructed massive castles and grand palaces to demonstrate their power and wealth our kings constructed huge reservoirs Tanks, as we call them to provide water to sustain food production and ensure sustainable livelihood to the people. The great legacy left behind by our ancient rulers and which is in use even today scattered across three vast Provinces of my island home is the massive irrigation network.
This unique hydro civilization which sustained an essentially prosperous rural society was based on a philosophy which has much to offer the modern world. Buddhism taught us that we have no absolute ownership of the forests the rivers the oceans and the atmosphere that sustain life; that every generation holds the environment in trust so that abuse is prevented; and that our duty was to hand down the environment to future generations without harm.
Even today over 77 percent of our people still live in rural areas because of a wide range of attractions in our rural home base. I myself hail from the deep South from an agrarian village with a beautiful natural environment. I am extremely proud of that fact. The attraction in our villages is not only the economic resources and greenery but also the traditional culture arts religion and bio-diversity which are incentives to keep our people away from migrating into urban townships. The horrors of poverty and suffering that have engulfed many booming Asian cities have not affected Sri Lanka.
Strengthened by the caring attitude inherited from our ancient rulers we were able to adapt to modern democracy with great ease. It was in 1931 while still under the British that Sri Lanka was granted universal franchise. You will recall that Britain achieved this status only in 1926. Since then we have continued to develop and strengthen democratic institutions in Sri Lanka. Political pluralism has always been fundamental to our democracy. We have parties of different political views represented in our parliament. This diversity uniquely enriches Sri Lanka's political canvass.
The government although elected by a Sinhala Buddhist majority represents a coalition of Sinhala, Tamil, and Muslim communities and all the religious groups in the country. You will be hard pressed to find a similarly representative government in any of the other democracies of the world. I am proud of our vibrant parliamentary system the strong judicial establishment and the independent press. "Not a day passes without an attack on me, I must say totally without foundation from some parts of the media. We have not hesitated to adopt global standards collaborate with international organizations such as the UN, ILO, and the Commonwealth and participate in efforts to consolidate institutions designed to protect the rights of our fellow humans.
Sri Lanka has contributed with vigour and creativity to the development of the principals incorporated in international conventions through their work in international organizations and through the international Court of Justice. We have always played our part in global efforts to establish higher standards and to make our earth a better place for all because we fundamentally feel that this is the correct thing to do. This is a reflection of our cultural traditions. Sri Lanka's conformity to global environmental standards has been commended time and time again.
Women in Sri Lanka enjoy equal opportunities with men. Over 60 percent of our medical practitioners are women. Over 80 percent of our teachers are women. The nursing profession is dominated by women. The legal profession too is increasingly dominated by women! Women have also entered sections of the work force previously monopolized by men such as, academia, engineering, computing, quantity surveying and architecture. I recall with great delight that Sri Lanka produced world's first elected woman Prime Minister in 1960. Her husband, Mr. SWRD Bandaranaike, whose portrait hangs there, was also a Prime Minister of Sri Lanka
Ladies and gentlemen, for decades we have invested in education and health. My country enjoys one of the highest literacy standards in the world while still being categorized as a middle income developing country. 97 percent of our children are enrolled at school. Our infant mortality rate and maternal mortality rate at child birth is on par with that of many developed countries. The country provides free healthcare to all. Education is free and universal from childhood to university. During the primary and secondary school life of every child the government provides free text books and uniforms. One of my long-lasting joys is the sight of thousands of children in crispy white uniforms heading for school each morning. This is probably a sight that one can not witness in many other places of the world.
Children are precious to us. I believe they are our future. We have ensured a massive investment in our children. My government firmly believes that no child must be deprived of his or her childhood. We have created a separate ministry to look after the welfare of our children. We do not employ any children in our labour force and no one below the age of eighteen is recruited to our armed forces unlike the LTTE which engages thousands in its baby brigades. These children are robbed of their childhood and brutality is ingrained into their character making them life long misfits for society.
Sri Lanka has achieved a very high standard in the United Nations Human Development Index and we have already to a large extent achieved the Millennium Development Goals. It was only last month that a UN Report commended Sri Lanka for being well on its way to eliminating malaria. We have a very low rate of HIV AIDS infection. I point these things out to you only because of the intense campaign that is being conducted internationally to describe my country as one that does not care about our fellow human beings and human needs. Facts demonstrate that this is far from the truth.
There are no signs of obvious starvation in any part of the country. In fact for over 25 years since the beginning of the LTTE's violent challenge to our very existence to our sovereignty the government has been sending food, medicine and educational material to the two districts dominated by the LTTE. Every single teacher, nurse, doctor, hospital and government official in the so called LTTE controlled areas is appointed and paid by the government in Colombo. Very few countries grappling with terrorism have been so accommodating. This itself, illustrates the caring nature of our society.
These noteworthy achievements have been possible because of a holistic view of human development to which we have always been firmly committed. We believe that development becomes meaningful to the vast mass of the people only when its fruits are capable of being enjoyed by all segments of the people. That is why we have constantly tried not only to achieve growth and expansion of our national wealth but to ensure that the resources generated by our efforts are distributed among the people especially, in the rural hinterland on an equitable basis.
Our development model as presented in my election manifesto Mahinda Chintana signifies the empowerment of the rural economy. The centre piece of this new strategy will be the development of modern infrastructure throughout the country to provide a basis for development of agriculture Industry Construction Tourism SMEs and transport services that will bring about new opportunities to our people in the rural economy. Our strategy has enhanced the public investments over 6 percent of GDP to support 'Randora' - meaning golden Gate - our infrastructure development initiative to develop new ports power generation and distribution network irrigation and water supply schemes expressway and road network and integrated townships to link rural economy to the global economy and create new space for growth. We have integrated strategies to promote insurance shipping aviation trade logistic industries and petroleum explorations and above all skills and knowledge to position Sri Lanka as an emerging economic hub in south Asia. Empowering people at grassroots level is equally important in this whole development process. 'Gama Naguma' meaning revival of the village is an initiative to empower communities adopting bottom up programmes originating from people reflecting their needs. A series of rural development initiatives have been implemented permitting the community to prioritize their needs and objectives. These initiatives are monitored by community leaders to ensure that a larger volume of resources are productively used for the betterment of the rural community.
The main thrust of this programme is to retain people in rural environments rather than encouraging them to move into urban areas which have been the pattern in many developing economies. Why should people move into urban areas and live in slums or sub standard housing when they can live in very healthy environments in villages and enjoy clean air water and pure and good food. It is my belief that rural people are much healthier than those who live in urban cities.
Our approach to development takes into consideration the dangers of destroying the green environment. Every project that is implemented under Gama Naguma recognizes the value of green belts and the preservation of the forest cover. The environmental protection programmes that are implemented throughout the island make a serious attempt to ensure that rivers are kept clean water ways are not dirtied and trees are not destroyed. The bed rock of our development is maintaining and preserving the environment.
Consolidating our achievements in human resource development we are now working towards a knowledge economy based on productivity, skills, knowledge and technology. Therefore education and health is being undertaken at grassroots level through multi-faceted government programmes. In particular I am very keen to ensure that our children are able to become global citizens through the use of information technology in a very novel programme called 'Nenasala'a network of 500 rural tele-centers that have already been established. I have set a target to increase this up to 1,000 by next year. Three years ago Sri Lanka's IT literacy stood at a little over 5 percent. Today I feel accomplished that we have been able to enhance this to percent which means that more and more people will be able to enter the lucrative IT job market. All this is being done to enhance the employability of rural youth.
The essence of our rural empowerment programme is to ensure that rural infrastructure development takes place at a rapid rate. So far neglected rural roads are being paved today with concrete to make them last monsoon rains that are common in our part of the world. Rural electricity programmes community water supply schemes minor irrigation projects housing and market facilities are included in our rural infrastructure development drive. In essence our strategy is to level the playing field between the 'urban, organized minority' and the 'rural, unorganized majority' in the national development process. I am encouraged that our development strategy - Mahinda Chinthana - Vision towards a New Sri Lanka sustained a near 7 percent economic growth during the last three years and reached US dollars 1,600 per capita incomes in 2007. Except in one district people below the poverty line have declined drastically in 2007.
Unfortunately we are being challenged by "the most brutal terrorist group in the world" as the LTTE has been described by the FBI. Suicide killings using even women and children have become their hallmark. It is this terror group that invented the deadly suicide vest for the suicide killer. Having pioneered the suicide vest they have freely given this technology to other terror groups in the world. This has now become a global menace.
There have been hundreds of innocents civilians returning home after work children going to school and young mothers going to their weekly clinics being maimed or killed by indiscriminately exploded bombs in crowded centres or being targeted by brain washed suicide bombers. You need to see the havoc caused by shattered limbs and burning human flesh to understand the sheer brutality that motivates this group of terrorists. They killed Rajiv Gandhi, the former Prime Minister of India and Ranasinghe Premadasa, the former President of Sri Lanka. Most recently a senior Minister of my government a Tamil speaking Catholic was brutally murdered by a suicide killer along with a former Olympic athlete among many others participating in a sporting event.
They also killed our former Foreign Minister Lakshman Kadirgamar, a scholar of distinction a legal luminary who once occupied this seat as the President of the Oxford Union with distinction.
Ladies and gentlemen it has become incumbent upon us to confront this group to the extent of our ability deploying all the resources of the State to protect the people of Sri Lanka and their democratic way of life. I must add that what I am doing is in no way different to what other democracies have done before and continue to do in the face of terrorism. However I must state that the LTTE is the most brutal terror outfit the world has ever seen and defeating them requires global support. What Sri Lanka is doing in my opinion is fighting this terror outfit single handed to ensure that democracy and respect for human life prevail in the world. If we fail in our war against the LTTE the world will fail in its fight against terrorism and democracy will be the victim. This is the plain truth.
Our development thrust unfortunately has had its own obstacles the main being the brutal terrorist threat that makes us a developing country to take a heavy toll. It is time that the world raising its united voice expressed its utter revulsion of the barbaric practice of suicide bombings. It must be made absolutely clear that this form of political expression if it could be described as such is utterly unacceptable in the civilized world.
There is a considerable challenge to the security forces of my country whose goal is simply to protect the innocents and their simple way of life. We need to understand that our security forces do not go out of their way to harass innocents or to discriminate against a minority. They take great personal risks constantly. The fear psychosis created by the LTTE terror may cause some lapses in judgment but by and large independent observers have always commended the efficiency politeness and courtesy of the men in uniform.
We must remember that there are no methods or solutions which are universally applicable to situations of this nature.
It is the principal duty of a government to assure the public of security of life and limb. It is the terrorist group that decides when to strike: They decide the time the place and the opportunity. They are in no way constrained by the values and procedures which rightly control the responses of democratic governments. These realities must be taken into account as the basis of a fair and objective assessment of Sri Lanka's situation. Although many have said that the LTTE is invincible we have freed our Eastern Province of their terror. Within one year we have restored democracy there after nearly two decades. Only last week we conducted free and fair elections to the first ever Eastern Provincial Council contested by several political parties.
As our forces seek to defeat and disarm the LTTE we are firm in our resolve to have a negotiated solution to the crisis in Sri Lanka. I do not believe in a military solution. We have attempted talks with the LTTE on several occasions - thrice since my election as the President - but they have not reciprocated. They have always left the talks with lame excuses. We are still ready to talk once we are certain of their genuine intent for a political solution and their readiness to give up arms.



As young leaders you will take on increasing responsibilities in later life. Destiny will place you in circumstances where you will be called upon to lead and defend your countries. As someone who has been nurtured and strengthened by an ethical and caring culture I want to leave with you with some thoughts.
You and I are privileged to be what we are today but, there are millions of our fellow beings who are not that fortunate and who need our guidance leadership and caring. Leadership to these masses of people will have to be given by you. Your leadership must be one that reflects your cultural and religious values a sense of integrity dedication to the cause of eliminating human suffering and a sense of generosity.
In conclusion, let me say that our chosen path to development of my country especially the rural areas continues to be a challenge for all of us particularly with threats that are both internal and external. Ladies and gentlemen, the protection and advancement of human rights continues to be a challenge for all of us not only in Sri Lanka but globally. I only seek to encourage you to think of Sri Lanka as a country that has achieved considerable success in caring for its people in the face of a most brutal challenge thrown at us by terrorists. We will continue to comply with the highest standards in keeping with values and traditions we hold to be sacrosanct.

Sangaree urges TNA TO protest against LTTE's heinous crimes against civilians

Pointing out that within two days of the assassination of a Tamil lady lawyer of the EPDP Tamil Tigers have used a suicide bomber to kill ten people and injure 90 others, Sri Lanka's most senior Tamil leader and President of the Tamil United Liberation Front V.Ananda Sangaree asked why cannot the proxy party of the LTTE, the Tamil National Alliance (TNA) protest against these heinous crimes.
"Once again it is somebody else's brainwashed child, he had sacrificed without any known protest neither from the suicide-bomber's parents nor from any one of the TNA Members of Parliament who are although proxies of the LTTE, in name elected by the people", said Sangaree in a statement issued in Colombo.
Sangaree in a strongly worded statement said that the international community should wake up and condemn these atrocities in one voice and demand Prabhakaran, the LTTE leader stop playing with innocent lives.
The following is his full statement :
"Within two days of the assassination of Ms. Maheswary Velauthan of the EPDP the LTTE has once again shown its atrocious feat in the heart of Colombo. As usual Prabaharan has selected an innocent family to provide a suicide bomber for the game he plays off and on and thoroughly enjoys.
Once again it is somebody else's brainwashed child, he had sacrificed without any known protest neither from the suicide-bomber's parents nor from any one of the TNA Members of Parliament who are although proxies of the LTTE, in name elected by the people. I am not asking the TNA Members to sacrifice their own children. My only worry is as to why can't they lodge a strong protest against human sacrifices by the LTTE. That is all I am asking. I strongly condemn the LTTE for playing with human lives.
"Ten innocent people some of whom are police officers, have died and over eighty-five seriously injured. How many more will die will not be known for a few days and by the time the exact figure is made known, more similar incidents would have taken place. Every time such an incident takes place more and more widows, orphans and destitute persons are created. In addition several lose their eyesights, limbs and get benumbed also. All the sympathy such victims earn are forgotten sooner or later, but Prabaharan goes on and his people keep on glorifying him.
"How are we going to stop this madness? There is only one way by which we can stop this. Without waiting for some unpleasant incident to take place, with in the International Community, the possibility of which is not ruled out, the International Community should wakeup and condemn these atrocious acts of the LTTE with one voice and warn them to stop forthwith playing with innocent human lives.
"The Government too without further delay come out with a reasonable and acceptable solution, not due to the fear of the LTTE but only to enable the International Community to act positively without any further delay.
"The TULF expresses its deepest sympathies to the kith and kin and all relations and friends of the unfortunate victims."

17 innocent civilians injured in LTTE hand grenade attack-Vavunia


Seventeen innocent civilians including two children suffered injuries when an LTTE terrorist exploded a hand grenade in Vavuniya town this afternoon, May 17.
An LTTE terrorist has lobbed a hand grenade targeting a STF (Special Task Force) buffle carrying security forces personnel and it dropped back missing it's target, Vavuniya police sources said. The explosion took place at 12.10 p.m in a densely populated area in Vavuniya town, sources further said.
Seventeen civilians who suffered injuries were rushed to the Vavuniya hospital immediately. Nine males, six females and two children were among the victims, hospital sources said. Four victims who received severe injuries have already been transferred to Anuradhapura hospital, sources further said.

Army prepares to open a new front









Jaffna Security Forces Commander Major General G. A. Chandrasiri asserted that his troops had been able to thwart LTTE attempts to infiltrate the peninsula via Pooneryn on the Vanni mainland and trigger chaos mounting claymore mine blasts, suicide attacks and small arms attacks. According to him, there had been over 2,000 LTTE cadres in the peninsula when the LTTE launched a major attack in the second week of August 2005.

The assassination of Chief government Whip Jeyaraj Fernandopulle has triggered international calls for a negotiated settlement to the ethnic problem. The international community while condemning the assassination of Fernandopulle emphasised there wouldn’t be a military solution. But both President Mahinda Rajapaksa and Premier Ratnasiri Wickremanayake declared the assassination of their colleague would strengthen their resolve to crush the LTTE. In fact, the assassination would compel the government to advance the military action and bring the war in the Vanni to a successful conclusion as early as possible.
Action on Mannar, Weli Oya fronts
Against the backdrop of gradual progress on the Mannar and Weli Oya fronts, Army Chief Lt. General Sarath Fonseka is preparing to unleash his troops on the Jaffna front. Although the LTTE had expected the government to launch the Jaffna offensive months earlier, the Army Chief has delayed the assault until his troops made progress on the Mannar and Weli Oya fronts. But the LTTE, now struggling to thwart the army on the Mannar and Weli Oya fronts, would soon face a fresh offensive across the Jaffna frontline.
Although the army chief has not indicated when he intended to open the Jaffna front, the launch of major offensive action would mark the beginning of the biggest ever ground assault in the entire Eelam War.
Army headquarters recently organised a two-day visit by the Colombo-based media to the Jaffna peninsula including the frontline where the army was engaged in small group operations.

Lt. Colonel sniped at An incident closer to the Muhamalai frontline on April 8, the day after the media delegation had returned to Colombo, underscored the dangerous situation on the Jaffna front. Lieutenant Colonel Jagath Ratnayake was sniped at when in the company of Brigadier Kamal Gunaratne, General Officer Commanding (GCO) Army’s 55 Division headquartered at Urani. A sudden movement made by Ratnayake saved his life. Wounded in the shoulder, he was rushed to Palaly Military Hospital before being transferred to National Hospital. His condition is reported to be stable. Jaffna Security Forces Commander Major General G. A. Chandrasiri visited the officer at the intensive Care Unit of the National Hospital.
The army chief would have the 55 and 53 Divisions to take the battle into the LTTE heartland. They have been engaged in a series of small scale operations to test and weaken the frontline defences of the enemy over the past few months. In some instances, the newly raised Mechanised Infantry Brigade had spearheaded assaults on the enemy but the army had not attempted to bring territory under its control.
August 2006 disaster
Jaffna town
The last major army action on the Muhamalai front ended in disaster. An ill-timed ground assault spearheaded by armoured fighting vehicles had to be called off after troops suffered heavy losses in October 2006. The action almost crippled two battalions and resulted in the loss of six armoured fighting vehicles. But since then, the army had turned the situation in its favour with a series of significant battle-field victories in the Northern and Eastern theatres.

According to him, there had been over 2,000 LTTE cadres in the peninsula when the LTTE launched a major attack in the second week of August 2005.
In the eyes of the army top brass, the Jaffna peninsula and the Jaffna islands remained their first priority. The deployment of 33,000 officers and men on the offensive and defence capacity and administrative duties would definitely be the largest deployment in various theatres of operations. Most importantly, Jaffna is the home to the Mechanised Infantry Brigade which would give unprecedented mobility to troops and facilitate rapid progress on the Jaffna front.
The navy, SLAF and police altogether have about 8,000 officers and men on the ground.


Muhamalai front

After touching down at Palaly air base, which is still within the LTTE artillery range, the media delegation was taken in armoured personnel carriers to the Muhamalai front, the gateway to the Jaffna peninsula. The battle for Mavil-aru in June/July 2006 had been a side show. The actual LTTE offensive directed against the Jaffna peninsula launched on August 11 stunned the army. Troops abandoned their frontline positions as the LTTE seized the initiative. Had the LTTE succeeded in crippling the Trincomalee-Kankesanthurai sea supply line as envisaged in its overall action plan, the peninsula would have been vulnerable. Despite initial setbacks, the army fought back and after three weeks of bloody battles regained positions it abandoned in the second week of August and by the first week of September, the army seized the enemy’s first line of defence at Muhamalai. Today the army’s Muhamalai front line is what the LTTE lost in the first week of September 2006.
The visiting media delegation was first taken to the Muhamalai front line where Lieutenant Colonel Jagath Ratnayake, the officer in charge of the area directed the journalists to wear flak jackets. "Wear body armour and follow the army. Don’t deviate from the path taken by the army to avoid being a victim of a mine explosion," Ratnayake said. The LTTE had its frontline positions about 400 meters away from the army line where the journalists had been taken on a field visit on the afternoon of April 6.
Infantry in special role
The journalists met a heavily armed six-man team returning from a reconnaissance mission across the no man’s land. One of them had carried a sniper weapon. Major Roshan Jayamanne, the second-in-command of the 4 GW (Fourth Battalion of the Gemunu Watch) deployed at Muhamalai said the team coming from a three-day mission was part of the infantry engaged in special operations.
Jaffna Commander Chandrasiri asserted troops engaged in operations ahead of their positions along the 12 km long army frontline had killed terrorists almost on a daily basis. The frontline extended from Kilali to Nagarkovil on the Vadamaradchchy East coast. Chandrasiri said the frontline cut across Eluththumaduwal, Kadolana (marshy land) and Muhamalai. Fielding questions, he said his troops had the overall superiority in the area. He estimated the number of infiltrators operating in the government held area at about 25. "Troops worked hard over a period of time to neutralise the threat posed by infiltrators," he said. According to him the LTTE had deployed about 800 cadres to resist an army advance. Once the army opened the Jaffna front, the LTTE, he said would have to make drastic changes on the ground as it wouldn’t be an easy task to battle the army simultaneously on different fronts.
55, 53 Divisions ready
Chandrasiri has two fighting Divisions under his command and would unleash them on the enemy. Once the 55 and 53 Divisions swing into action, the LTTE would be forced to re-deploy both men and material to face offensive action on different fronts. Unlike troops engaged in operations on the Mannar and Weli Oya fronts, the 55 and 53 Divisions would engage in large scale ground action. The ongoing air strikes tragetting a range of LTTE assets based in the Vanni and the navy’s success on the high seas which resulted in the destruction of eight floating arsenals would facilitate the final onslaught on the enemy. The Mechanised Infantry, which would spearhead the assault, had been assigned to the 53 Division. Brigadier Samantha Sooriyabandara of the Commando Regiment functions as the General Officer Commanding (GOC) 53 Division headquartered at Mirusuvil. Colonel Ralph Nugera commands the Mechanised Infantry which would play a critical role in the battle for territory between the current army frontline and Elephant Pass. The LTTE would have to deploy a sizeable force to resist the army advance which would largely depend on the Mechanised Infantry’s ability to make rapid progress on an extremely difficult ground. In fact, the final outcome of the battle for Vanni would largely depend on the army’s ability to move rapidly towards Elephant Pass,
The army chief laid the foundation for the Mechanised Infantry a few years ago and today it has the wherewithal to provide a critical battlefield breakthrough on the Jaffna front.
Two Divisions on ‘holding role’
Chandrasiri has four Divisions under his command. The 51 Division headquartered in Jaffna is deployed in the Waligamam area. Major. General L. B. R. Mark commands the 51 Division. His troops face LTTE units deployed across the Jaffna lagoon at Pooneryn. Mark said his troops had repeatedly thwarted LTTE attempts to infiltrate the peninsula in the guise of fishermen. Among the infiltrators were suicide cadres, he said.
The 52 Division, headquartered at Varani, is deployed in the Thennamaradchchy and Vadamaradchy sectors. Brigadier Mano Perera functions as the General Officer Commanding (GOC) of the 52 Division. The 51 and 52 Divisions are responsible for security in the peninsula. Neutralising the threat posed by infiltrators on military, civilian and economic targets would be their primary task.
Brigadier Kamal Gunaratne of the Gajaba Regiment said troops under his command would push forward once they received the green light from the Army Chief.

LTTE attack brodens the canvas of conflict

The gruesome assassination of Sri Lanka’s highways minister Jeyaraj Fernandopulle at a sports event yesterday demonstrates the LTTE’s willingness to go to any extent to eliminate whoever they consider to be the enemies of their increasingly lonely and desperate cause.
That the suspected suicide bomber came in the guise of an athlete at a marathon competition which Fernandopulle was to inaugurate also sends out a chilling signal because terrorists have never before struck at sports gatherings in the country, a fact that has been highlighted several times in the past especially when international teams talked about cancelling their tours to Sri Lanka.
Sri Lankan cricket officials have always talked about the presence of Tamil players in the national team – most notably Muthiah Muralitharan – as an insurance policy against violent rebel attacks, but after yesterday’s incident on the outskirts of Colombo, they are definitely bound to view things a bit differently.
Despite all the reports about personality clashes and infighting within the LTTE set-up and the Sri Lankan forces’ ascendancy over them in recent times, the fact remains that they still maintain the ability to strike with impunity.
It would have come as a blow to the morale of the security forces that the LTTE managed to pull off the assassination despite Fernandopulle being one of the most tightly guarded politicians in the country who was protected by the elite Special Task Force.
Among the 13 others killed were Sri Lanka’s leading athletics coach Lakshman de Silva and some local sportsmen, thus frighteningly broadening the canvas of the nearly four-decade old conflict which has clamed tens of thousands of lives so far.With Sri Lanka preparing for a busy season ahead – which includes a Test tour by India in July – the cricket board would be extremely wary of any escalation in the crisis that would hurt the game, not to speak of their finances.
For all practical purposes cricket is the only sport that matters in Sri Lanka and it would be a tragedy for the island nation if future trips are cancelled over terrorism fears.
The Sri Lankan cricket board is already reeling under a financial crisis and has asked their cash-rich Indian counterparts for help. Against this background any cancellation could deal the sport in the country a deathly blow.
Sri Lankan security agencies undoubtedly have a big task on hand, but pitted against a ruthless and committed outfit such as the LTTE, it would be difficult for them to guarantee a 100% success.
It’s stating the obvious, but suicide bombers, after all, are a totally different proposition.

The LTTE terrorists responsible of killing about 4,000 people in the past two years, have quietly established a US presence to help finance their separatist campaigns, The Washington Times reported on Monday (April 7).
The 'Washington Times' report comes following the assassination of Sri Lanka's highways minister as he opened a marathon on Sunday which killed 14 other people and wounded over 90.
Citing various US government sources, the newspaper said the internationally banned terror outfit was trying to acquire millions of dollars worth of anti-aircraft weapons, automatic rifles, grenade launchers, ammunition, explosives and other military equipment.
The LTTE had been conducting operations in Maryland, New York and New Jersey in an effort to help raise cash and procure weapons, the paper reported citing various government officials.
A criminal complaint filed in federal court in New York in April 2007 said the LTTE relied on "sympathetic Tamil expatriates" in the United States, Canada, Britain, Australia, France and other countries to raise and launder money; smuggle arms, explosives, equipment and technology to Sri Lanka; obtain intelligence about the Sri Lankan government; and spread propaganda, the report said.
Last year, FBI agents in New York arrested Karunakaran Kandasamy, described as the "director" of US operations, accusing him of raising money and arranging meetings between LTTE leaders in Sri Lanka and prominent US fundraisers, according to the paper.
FBI Assistant Director Mark Mershon, who heads the bureau's New York field division, said at the time Mr. Kandasamy "hasn't merely supported the Tamil Tigers' cause, he orchestrated US support," The Washington Times reported.
US Attorney Roslynn Mauskop said Kandasamy operated out of an office in Queens, where he raised cash by staging fundraisers for tsunami victims through an organization known as the World Tamil Coordinating Committee, the paper further reported.
Earlier, in January at Maryland, Thirunavukarasu Varatharasa, a Sri Lankan national, was sentenced 57 months in prison on charges of conspiracy to provide support to the LTTE and the attempted exportation of arms and munitions, The Washington Times reported.

Tamil Tigers killed another Tamil minister Jeyaraj

Minister Jeyaraj Fernandopulle was killed following the blast in Welliweriya, Gampaha this morning. The blast occurred when he was about to flag off a marathon run as part of a Sinhala-Tamil New Year celebration event.
A lawyer by profession, Minister Jeyaraj was a fluent speaker in Sinhalese, Tamil and English languages. Being a faithful Catholic, the Minister expressed his concerns over LTTE's occupation of scared Madhu church and the removal of the Madhu statue recently.
The Chief Government Whip and Minister of Highways and Road Development Jeyaraj Fernandopulle passed away this morning following a bomb blast in Weliweriya. An attorney at law Jeyaraj Fernandopulle began his political career in 1970 as a SLFP polling agent. Fourteen years later in 1984 he was appointed as the SLFP chief organizer of the Katana electorate. He successfully contested the 1989 parliamentary election from the seat and ever since then elected to the parliament five consecutive times in the years 1989, 1994, 2000, 2001 and 2004. By the time of his death he was the Chief Government whip and a Cabinet Minister. He had also been appointed the UPFA organizer for the Trincomalee district for the forthcoming provincial council elections in the East.
